NORFOLK (AP) -- Old Dominion University is continuing its efforts to expand, but some property owners aren't going away quietly.

Norfolk's housing authority voted Monday to condemn three properties to help ODU expand its University Village, a mix of housing and shops.

But communications-repair company Central Radio Co. plans to fight Monday's condemnation, saying the $700,000 the authority has offered for its building isn't enough.

Other property owners are also suing the housing authority over previous condemnations, or have threatened to do so.

There are about four parcels in the area that aren't currently under the control of ODU's real-estate arm or in the process of being condemned for the university.
